What this is
Most multi-country programmes do not have a measurement problem. They have a consolidation problem: every partner reports in a different shape, on a different cycle, against slightly different definitions.
We build the collection layer, the verification layer and the reporting layer, and we operate them. Every figure keeps its source instrument, its collection date and the partner that submitted it.
